Lee Teng-hui subverted the democratic will of Taiwan's pro-reunification majority. Lee Teng-hui betrayed his Oath of Office. Lee Teng-hui violated the Constitution he swore to uphold. In short, Lee Teng-hui sold out his country.
That is what this scandal is about.
To put matters in perspective, the Republic of Korea's Chun Doo-hwan and Roe Tae-woo received Draconian sentences for crimes far less serious than Lee's. Chun and Roe's crimes were purely economic. Lee Teng-hui's crimes involved not merely graft, but high treason. The question is not whether Lee is guilty of these deeds. Lee freely admits having committed them. The question is will he ever be brought to justice for having committed them.
Even the "energetically" interventionist Washington Post, Taiwan independence fellow traveler and no friend of Beijing, saw no way around the obvious:

Dubái o el Emirato de Dubái (en árabe: إمارة دبيّ) [1]​ (el nombre "Dubai" no tiene ningún significado en árabe, pero en hindi significa "Dos Hermanos" en idioma árabe: دبيّ) es uno de los siete emiratos que integran desde 1971 los Emiratos Árabes Unidos. Posee 4.114 km² y su población asciende a 2.262.000 habitantes (2008).[2]​

La ciudad de Dubái es famosa por sus cientos de atracciones turísticas y su gran zona de rascacielos, entre ellos el Burj Dubai, y bloques de edificios en Sheikh Zayed Road, situada en el distrito financiero de Dubai.

En el emirato últimamente se han construido grandes rascacielos (entre los que se encuentra el Burj Dubai), y se ha convertido en una puerta muy importante para Occidente que entre otras ventajas constituye un centro financiero de envergadura mundial en una zona de tiempo que no contaba con semejante infraestructura, estrategicamente localizada entre las capitales financieras de Londres y Singapur. Además, se celebran bastantes convenciones y conferencias internacionales, y una de sus grandes fuentes de ingresos es el turismo, especialmente el de lujo. Dentro de los grandes proyectos de urbanización y de turismo, así como de vivienda de lujo, se encuentran las Islas Palm, con tres diferentes ambientes; en Palma Jumeirah, que es el primero de los proyectos; en Palma Jebel Ali, que es el segundo (50% más grande) y Palma Deira, tres veces mayor que el primero. Asimismo,circundando la palmera Jebel Ali se encuentra el desarrollo del Waterfront que con su forma de media luna abarca todo el lado izquierdo de la segunda palmera y el territorio costero occidental a esta sirviendo de puerto de entrada al Arabian canal que consiste en una red de canales que conectaran a desarrollos interiores en pleno desierto replicando el exito del antiguo Creek, otro mega projecto es The World, compuesto por 300 islas artificiales de arena, que serán ocupadas por residencias, centros comerciales y por hoteles de cinco estrellas.

Además, en Dubai se realiza cada año la Dubai World Cup, la competición internacional de carreras de caballos que reparte los mayores premios en el mundo.

Dubai es gobernado por Su Majestad el Sheikh (emir) Mohammed bin Rashid Al Maktoum. El soberano es además Vicepresidente y Primer Ministro de los EAU y gobernador de Dubai. Está casado con la Princesa Haya bint Al-Hussein, hija del rey Hussein de Jordonia y hermana del actual rey de Jordania Adbullah II.

Historia

En 1587, el mercader veneciano de perlas Gaspero Balbi menciona el nombre de Dubái como uno de los lugares donde trabajaban los venecianos, buceando en busca de perlas.

En 1833, la dinastía Al Maktoum de la tribu Bani Yas abandonó el asentamiento de Abu Dhabi y se hizo con el control de la ciudad de Dubai "sin resistencia". A partir de ese momento, Dubai, un emirato que acababa de obtener su independencia, pasó a estar en continuo desacuerdo con el emirato de Abu Dhabi. El intento de los Qawasim por hacerse con el control de Dubai fue frustado. En 1835, Dubai y los demás estados de los Estados de la Tregua también conocidos como Unión de Emiratos Árabes firmaron una tregua marítima con Gran Bretaña y dos décadas después una "Tregua marítima perpetua". Dubai se sometió al protectorado del Reino Unido (y mantener alejados a los turcos otomanos) en virtud del Acuerdo Exclusivo de 1892. Al igual que cuatro de sus vecinos, Abu Dabi, Ras al-Khaimah, Sharjah y Umm al-Qaiwain, su localización en la ruta hacia la India hicieron de él un lugar de importancia estratégica.

En marzo de 1892, se crearon los "Trucial States" o Estados de la Tregua.

Los gobernantes de Dubái fomentaron las transacciones y el comercio, a diferencia de sus vecinos. La ciudad de Dubai era una importante escala para los comerciantes extranjeros (sobre todo hindúes), que se establecieron en la ciudad. Hasta la década de 1930, la ciudad era conocida por las perlas que exportaba.

Tras la devaluación de la rupia del Golfo en 1966, Dubai se unió con el recientemente independiente estado de Qatar para establecer una nueva unidad monetaria, el rial de Qatar/Dubai. Se descubrió petróleo a 120 kilómetros de la costa de Dubai, en virtud de lo cual la ciudad otorgó concesiones de explotación petrolífera.

El 2 de diciembre de 1971 Dubai, junto con Abu Dhabi y otros cinco emiratos, creó los Emiratos Árabes Unidos al abandonar Gran Bretaña su protectorado del Golfo Pérsico en 1971. En 1973, Dubai se unió a los demás emiratos y adoptó una divisa única y uniforme: el dirham de los EAU.

Demografía

Su población asciende a 1.422.000 habitantes (2007). Dubai es inusual en cuanto a su población, ya que se compone principalmente de extranjeros mientras que los emiratís de los EAU constituyen una minoría. La mayor parte de estos extranjeros proceden del Sur de Asia y del sureste asiático. Una cuarta parte de la población afirma proceder de la vecina Irán. Dubai es también lugar de residencia para aproximadamente 120.000 británicos, 2000 españoles, 1500 franceses y demás occidentales. El gobierno de los EAU no permite ninguna clase de nacionalización o residencia permanente para los allí extranjeros. No obstante, los extranjeros sí pueden adquirir y poseer propiedades sin un socio local o patrocinador y así obtienen residencia permanente.

Idioma y religión

El idioma oficial es el árabe pero también se hablan el inglés, el alemán, hindi/urdu, malayalam, el tamil, persa y el tagalo. La religión mayoritaria de los emiratís es el Islam, con una amplia mayoría de sunníes y una minoría chiíta digna de mención. Muchos de los extranjeros son de confesión hindú, sikh y cristiana. Dubai es el único emirato que cuenta con templo hindú y con Gurdwara Sikh.

A principios de 2001, se dio un paso vanguardista con la construcción de varias iglesias más en una parcela de terreno de Jebel Ali donada por el gobierno de Dubai a cuatro congregaciones protestantes y una congregación católico romana. A finales de 2005 comenzó a levantarse la primera iglesia ortodoxa griega de Dubai (que se llamará St. Mary's). El terreno en el que se hará fue igualmente donado por el gobierno a la comunidad greco ortodoxa de Dubai.

El apoyo financiero a los grupos no musulmanes por parte del gobierno de Dubai es en forma de terrenos donados para la construcción de iglesias y otras instalaciones religiosas, incluidos cementerios. Les está permitido recaudar fondos entre sus feligreses y recibir apoyo económico del extranjero. Las iglesias cristianas pueden anunciar abiertamiente sus servicios litúrgicos, pero no está permitido utilizar campanas para ningún anuncio.

Economía del Emirato

Dubai tenia un producto interno bruto en 2005 de 37 mil millones de dolares estadounidenses.[3]​ Aunque la economía de Dubai fue construida en gran medida en base a la industria petrolera, los ingresos del petróleo y el gas natural actualmente representan menos del 6% de los ingresos del emirato. Se estima que Dubai produce 240.000 barriles de petróleo al día, y cantidades importantes de gas de campos costa afuera. El emirato tiene una participación en la cuota de los ingresos de gas de los Emiratos Árabes Unidos de un 2%. Las reservas de petróleo de Dubai han disminuido considerablemente y se espera que se agoten en 20 años[4]​ . Las principales actividades son las Inmobiliarias y Construcción (22,6%), Comercio (16%), empresariales (15%) y los servicios financieros (11%) siendo estos los principales contribuyentes a la economía de Dubai.

Las reservas petrolíferas de Dubai representan menos de una vigésima parte de las de Abu Dabi, por lo que en la actualidad sólo entre un 4 y 6% de los ingresos del emirato procede del petróleo. Dubai y su vecino de ultramar Deira, independiente en aquella época, eran escalas importantes para los productores occidentales. La mayoría de los nuevos centros bancarios y financieros de la ciudad tenían su sede en la zona del puerto. Dubai mantuvo su importancia como ruta comercial en la década de 1970 y 1980.

Nuevos parques industriales

Dubai está invirtiendo en la creación de nuevos mega parques industriales, a los que se les aplica un marco legal regulatorio específico por negocios, en extremo garantista, lo que favorece la inversión y la rápida instalación de las nuevas empresas, así como un retorno de capitales del 100% y otras ventajas que se suman a las propias de esta ciudad, como la abundante energía de bajo coste y una excelente infraestructura aeroportuaria, no por nada cuentan con el mayor puerto del mundo: el de Jebel Ali o port Rashid.Entre los nuevos parques industriales destacan:*Dubiotech,parque dedicado al desarrollo e investigación biotecnológica*Techno Park, parque destinado a la industria de alta tecnología, con más de 23 km²*Dubai Silicon Oasis , maquinaria, etc.Estos parques se suman a las ya exitosas iniciativas de prestigio internacional tales como, Dubai Internet city, Media city y Electronic commerce que resumidas bajo el acrónimo de [http://www.tecom.ae/ T.E.C.O.M son supervisadas por la autoridad del mismo nombre.

Mercado inmobiliario

La decisión del gobierno de diversificar su actividad de una economía basada en el comercio pero dependiente del petróleo a una orientada al sector servicios y al turismo ha provocado que la construcción resulte más rentable, lo que se ha traducido en un boom inmobiliario en 2004-2006. La construcción a gran escala ha hecho de Dubai una de las ciudades con mayor crecimiento del mundo, comparable sólo con las grandes urbes chinas. Dubai se ha autoproclamado "La ciudad de más rápido crecimeinto" ("The fastest growing city")

Este boom constructor se centra en gran medida en megaproyectos. Hay actualmente en construcción un edificio llamado Burj Dubai, y se especula que tendrá 800 metros de altura, y será el rascacielos más alto del mundo.

Dubai de noche

Dubai quiere además romper todos los records. Está en construcción el edificio más grande del mundo, el hotel más grande del mundo, el centro comercial más grande del mundo, el parque de diversiones más grande del mundo, el primer hotel bajo el agua (Hydropolis) y el edificio residencial más grande del mundo, entre otros.

Los expatriados de distintas nacionalidades también han inyectado capital en los últimos años en Dubai, contribuyendo enormemente a la prosperidad de la ciudad. Tan sólo los inmigrantes de origen iraní han invertido unos 200 mil millones de dólares en Dubai.

Dubai ha adquirido asimismo importantes propiedades en países extranjeros, en concreto inmuebles "premium" en el centro urbano de ciudades como Nueva York y Londres.

Derechos laborales

Aquellos nacidos en los Emiratos Árabes Unidos no se consideran ciudadanos a menos que sus padres también lo sean. Por lo tanto, los nacidos de expatriados en los EAU también tienen ese estatus. Los enormes proyectos de construcción que se están desarrollando en Dubai han hecho necesarios más trabajadores de este sector que ciudadanos de la ciudad (nota: más del 80% de la población de Dubai se compone de expatriados/no-ciudadanos). Esto ha provocado la importación masiva de mano de obra con salarios bajos, principalmente de la India y Pakistán.

La mayoría de estos trabajadores se ve obligada a entregar sus pasaportes al entrar al país, por lo que volver a sus lugares de origen resulta muy complicado. Las organizaciones internacionales denuncian que estas personas viven en condiciones muy difíciles, hacinados con otros trabajadores, ahorrando todo lo que pueden para mandarlo a su familia, a la que en la mayoría de los casos, no ven en muchos años.

El 21 de marzo de 2006, la tensión explotó en la construcción del Burj Dubai, con protestas de los trabajadores por los bajos salarios y las duras condiciones laborales, que se saldó con daños en vehículos, oficinas, ordenadores y herramientas, además de pérdidas aproximadas de un millón de dólares.

Las supuestas injusticias laborales de Dubai han llamado la atención de una serie de organizaciones de Derechos Humanos, que entre otras cosas, solicitan a los EAU que suscriban 2 de las 7 convenciones clave de la OIT, la (Organización Internacional del Trabajo) - en concreto la 87 y la 98 - que permiten la creación de sindicatos.

Otras acusaciones similares afectan también a la prostitución, que es ilegal, pero con una fuerte demanda de mujeres procedentes de Europa del Este, Rusia y Etiopía, además de una red muy bien organizada dedicada a la trata de mujeres hindúes.[cita requerida]

Transporte

Carreteras

Existe un sistem de autobús gestionado por la Roads and Transport Authority (RTA). Cuenta con 193 rutas los días laborables y mueve a 30 millones de pasajeros todas las semanas. El sistema público de transporte por autobús es amplio y avanzado, pero no lo suficientemente grande como para dar respuesta al volumen de personas que lo utilizan.

Dubai dispone también de un amplio sistema de taxis, que es con mucho el medio de transporte más utilizado dentro de los Emiratos. Existen empresas operadas por el gobierno y privadas.

Existe un proyecto de construcción para el emirato, Metro de Dubai, valorado en 3.900 millones de dólares. Se espera que el sistema de metro sea parcialmente operativo en 2009 y de forma total en 2012.

El metro constará de dos líneas: la Línea Verde desde Rashidiya al principal centro de la ciudad y la Línea Roja desde el aeropuerto a Jebel Ali. El Metro de Dubai (líneas verde, roja y la futura línea azul) tendrá una extensión de 70 kilómetros y 43 estaciones; 33 por encima de la superficie y diez subterráneas. Se espera que los trenes circulen cada 90 segundos una vez se haya completado el proyecto. Recientemente se anunció la Línea Azul, que conectaría el Aeropuerto Internacional de Dubai con el nuevo Jebel Ali Port y Dubai World Central International Airport. La ruta tendrá 47 km, atravesando Dubailand, pero no se conoce el número exacto de estaciones. Dubai econstruye este sistema para aliviar la congestión de su red de carreteras y responder a las necesidades de una población en crecimiento.

Monorriel

El Monorriel de Palma Jumeirah es una línea de monorriel de 5,45 kilometros en la isla artificial de Palma Jumeirah en el emirato de Dubai, Emiratos Árabes Unidos. El monorraíl conecta la Palma Jumeirah con el continente, existiendo un proyecto para una nueva extensión que lo conecte a la línea roja del Metro de Dubai. La línea se inauguró el 30 de abril de 2009. Se trata del primer ferrocarril en la historia de toda la oriental de Arabia occidentak y el primer monorraíl en el Oriente Medio.

El presupuesto del proyecto es de 400 millones de dólares de los EE.UU. con un adicional de 190 millones de dólares de los EE.UU. destinados a los 2 kilómetros (1 millas) de extensión hasta el Metro de Dubai. Otra fuentes dice que tiene un presupuesto de 1.100 millones de dólares de los EE.UU., Un viaje en el monorraíl cuesta 15 dhs en un solo sentido, y 25 si es ida y vuelta.

Aeropuerto

El Aeropuerto Internacional de Dubai es el centro neurálgico de las aerolíneas Emirates y cuenta con un amplio centro comercial libre de impuestos. El aeropuerto ha obtenido numerosos premios por la excelencia de sus servicios y su diseño. Se ha construído una tercera terminal, que ha empezado a estar parcialemente operativa el 14 de octubre de 2008. La nueva terminal está dedicada a las aerolíneas Emirates y soportará plenamente el nuevo Airbus A380. Cuando esté terminada, se duplicará la capacidad del aeropuerto.

Existe un segundo aeropuerto, situado en Jebel Ali — (renombrado a "Dubai World Central International Airport". En 2004 se anunció una nueva zona de libre comercio dentro de Dubai, que será el punto fuerte del "Jebel Ali Airport City", que comenzó a construirse en enero de 2005. La primera parte se terminó en el 2008. Aunque, en primer lugar, se planteó como un aeropuerto de carga, ya están en marcha los planes para que el nuevo aeropuerto de Jebel Ali mueva unos 120 millones de pasajeros al año en 20 años, con lo que probablemente superaría al Aeropuerto Internacional de Hartsfield-Jackson de Atlanta, que ahora mismo es el aeropuerto con mayor tráfico con 89 millones de pasajeros en el 2007.

Dubai está realizando fuertes inversiones en la cobertura de su aerolínea, Emirates. La idea es que los pasajeros de cualquier ciudad puedan volar directamente a Dubai. La empresa ha hecho un pedido de 58 aviones Airbus A-380 'superjumbo' de dos pisos, el mayor de los cuales tiene capacidad para 641 pasajeros.

  • Los residentes tienen ahora que pedir permiso a sus jefes para obtener un carné de conducir, si no disponen de uno emitido en el extranjero.
  • También, para los no musulmanes, el empleador puede conceder su permiso para la emisión de un carné que le permita la compra bebidas alcohólicas. Cabe anotar que éstas no se pueden comprar en cualquier supermercado, sino en tiendas especializadas que exigen dicho carné.
